1.   NAME

The name of the Pre-School shall be Kingfishers Pre-School, afterwards referred to as ‘the Pre-School’.


2.   AIM

The aim of the Pre-School is to advance the development and education of children below compulsory school age by:

a) providing for all children without discrimination a safe and satisfying pre-school within a Christian environment where Christian beliefs and values are promoted and upheld.

b) work in partnership with parents to help children to learn and develop.

c) encouraging other charitable activities through which parents may help the children and families.

d) furthering the aims of the Early Years Alliance.

e) furthering the aims of the Brentwood Baptist Church, referred to as ‘the Church’ which seeks to provide services to the community and to promote Christianity within it.



For the furtherance of this aim the Pre-School may, in consultation with the representatives of the church

a) provide equipment and engage staff

b) raise money to pay for the Pre-School’s activities

c) make such payments as may be necessary

d) fix and collect fees payable in respect of children attending the Pre-School

e) control the admission of children to the Pre-School, and, if appropriate, requir parents or guardians to withdraw them

f) become a member of the Pre-School Learning Alliance and send an accredited repreentative to vote at local branch meetings and /or county meetings and to the national Annual General Meeting of the Pre-School Learning Alliance.

g) to take such other action as may benefit the Pre-School



Membership shall be of two kinds

a) Family membership – Parents or other family members with a significant responsibility for the chile or guardians of all children who attend the group – each family to have one vote and count as one member.

b) Associate Members -Other interested persons may be invited by the committee on a year to year basis to become Associate Members



The committee shall meet at least three times a year and is responsible for ensuring that the Pre-School complies with it’s aim and is properly managed.

The members of the committee are also the Charity Trustees of the Pre-School

The committee shall consist of:

a) Three Officers (Chair,  Secretary and Treasurer) and elected by Church Meeting – see (f)

b) A maximum of three (3) ordinary elected members

c) If the Committee so decides, not more than three members co-opted by the committee

d) At least 2 of the committee members, including co-opted by the committee, shall at the time of election or co-option be members of the Church

e) At least 50% of the committee members, including co-opted members shall at the time of election or co-option be members of the church.

f) the officers of the committee (see 6a) shall be appointed by the church with no restrictions on the length of service, ratified annually at church meetings.   Ordinary members of the committee (see 5b) shall be elected for one year a the Annual General Meeting (A.G.M.)   Retiring committee members shall be eligible for re-election unless they have already served on the committee for four years.

g) Officers, elected ordinary members and co-opted members each have one vote.  In the event of  a tie the Chair has a second or casting vote.  A quorum shall be not less than half the committee, including two of the officers.

h) Paid employees are employed by the committee and therefore cannot be committee members or vote.  A quorum shall be not less that half the committee, including two of the officers.



An Annual General Meeting (A.G.M.) shall be held in the Autumn Term each year at which the Annual Report and Accounts for the preceding year shall be presented and agreed, before being presented to the Church.

The Secretary or Chair shall send a note of the date, time and place of each AGM with a list of items to be discussed to all members at least two weeks before the date of the meeting.

The quorum for the AGM shall be at least 7 members.   If fewer attend, a new meeting must be called.

It is at the AGM that voting takes place to elect Parent Representatives.



7.1  The Treasurer shall keep proper accounts of the finances of the Pre-School.  At each meeting the Treasurer or the deputy shall present a           statement of the accounts to the committee.

7.2 All cheques shall be signed by two Officers, one of whom shall normally be the Treasurer.  Duplicate bank statements shall be sent to the        Chair.

7.3 At the end of the financial year the Treasurer shall prepare and have independently examined accounts which shall be presented at the             A.G.M of the Pre-School and afterwards to the Treasurer of the Church.

7.4 The funds of the Pre-School shall be used for the purposes of the Pre-School and no payment shall be made to any member except                         a) if that member is employed by the Pre-School and then only as a proper remuneration in respect of that employment.                                       b) as repayment of expenses properly incurred on behalf of the pre-school.                                                                                                                         c) as interest at a reasonable rate on money lent to the pre-school.


If the group closes, and any funds or equipment remains after all debts have been paid this shall be applied for children’s work of the Church and/or for the Early Years Alliance as directed at the Church Meeting.


This constitution may be altered only if:-

Two thirds of the members present at a General Meeting vote in favour of changing it                                                                                               and                                                                                                                                                                                                                                                          the change is approved by the church.

No alteration shall be made which will affect the charitable status of the Group and no alteration shall be made to this clause.
